In the past year, flappers have often been used in a provocative way as well. For example, there had been a case from 1996 when John Hutton made a statement about flappers when, in a statement to Rolling Stone newspaper, he said
My sister, Susan Ewing, is a flapper. She said to me, that’s what flappers symbolize. She said that she could come up and speak for flappers. She had never done it before. This was about a child called Susan who was a flapper in her teens, and she was asked that she say some words to the girl. Susan said, Let’s do that. She had no idea what was going on. She says, Well now we have the word Flaphead and that is the word that is flapping right now. So she is talking about a real girl, whose name is Susan, in her teens. The word flapper also had a name Flaphead as in flarehead or flallhorn.
How often has this sign been used and is it important to note
In 2004, the New York police, using the flapper symbols, carried out the most extensive investigation of this case and arrested seven flappers. The case was reported to the police division of the State Prosecutor’s office during the investigation. The next year, in 2005, they carried out a second investigation that took another two more years of work. The following year, the NYPD’s Special Division Investigation Office took over this investigation.
Why would it be a violation of the civil rights of people to use flappers
In 1994, the city of New York adopted the Flaphead rule with its new ordinance prohibiting the use or dissemination of flappers in the city of New York. When flappers were no longer a legal thing to do in the city of New York, all city police departments began to use the flapper symbol. During this time, however, flappers remained a legal thing and the city began trying to use them to address the issues of criminal trespass violations.
