The number of people dying from overdoses at emergency departments across Canada rose to a record high last year, even though the numbers of Americans killed by drugs fell 14 per cent from 2010 to 2012, according to an analysis conducted by the U.S. Centers for Disease Control and Prevention.

The figures were not based on data at the city and national levels, but a 2011 Health Canada report found that more than one-fifth of overdoses in Canada occur in emergency departments that do not receive state-funded help.

Since 2006, overdose deaths have increased in the U.S., but the country is still grappling with how to respond to what it sees as the most dangerous drug heroin.

At the same time, heroin and other drugs are becoming more easily available and much as a consequence, more people are killing themselves, according to the numbers released Tuesday.

In November, Canada’s Health Ministry announced it would create a nationally-targeted strategy after studying drug-related deaths and addiction.

The report found that between 2010 and 2013 the number of people dying from overdoses, the rate at which they are not taking prescribed medication and how they get their prescription increased to more than 30 per cent from 25 per cent.
