The House approved two versions Thursday night when it debated a bill to legalize recreational marijuana for adults 11 and older. Both versions of Colorado’s law were killed by a procedural vote.
The House voted 4-3 (45-0). It was almost universally approved but Senate President Kevin Cramer, R-N.D., voted against it. A similar bill is pending in the Senate that would have legalized recreational use of marijuana.
The House passed The Colorado Amendment Act, the bill that would have set the price of recreational marijuana at 3.50 per ounce. The Senate version of the pot measure failed to make it to the floor and the Senate had to vote for an amendment that would have cleared the state senate for the state General Assembly.
Sen. John Faso, R-Hudson, who sponsored the measure, told HuffPost that he agreed with a similar bill in the House that didn’t go much farther than 3.50 for a single ounce. The House version passed with just over 70 votes, but both bills would have required voters to vote on whether to renew the tax or drop it.
That could have been a major problem when the House tried to pass a bill to legalize possession with a single ounce in January.
But Rep. Bob Griese, D-Cedar Rapids, who sponsored the bill, said his main concern was with ensuring that the bill wouldn’t pass, noting that the bill hasn’t made it toward the Senate vote.
If the Senate was able to pass the bill that has been in existence for years, I have concerns about it, Griese said, noting that other bills have failed in recent years. But I don’t think there will be any real problems if those other bills come before the Republican majority now.
Griese said there’s no question recreational use has been on the rise in the United States. And he doesn’t think that a prohibition on medical users would affect the legalization of recreational marijuana.
