In 2012, a year that saw a decline in the number of U.S. college graduates, college affordability began to rise again. When President Barack Obama signed a Don’t Ask, Don’t Tell policy on Jan. 1, 2009, he directed the federal agency that provides federal Pell grants to help colleges and university administrators, the federal Centers for Quality of Care (CQC), to determine if their new offerings were sufficient and to determine that a new student had earned enough credits to enroll. The CQC was, and still is, a highly competitive program of federal dollars and a low-risk program.

The new administration soon found that even in its current climate of fiscal turmoil, CQC’s enrollment numbers, particularly in recent years, were still underperforming the federal government. In the interim, the government raised tuition and added to federal grants, but not until it would actually have to make sure students were meeting its high needs.

In late 2008 and early 2009, students from poorer neighborhoods who were struggling with poverty often decided to take a step further, offering a degree that paid for their entire tuition and other expenses. This was because many of the students had graduated with their own degree and, if not for the CQC’s financial aid, would have been more likely to be stuck with it.

This move made colleges and universities more willing to invest in low-income, low-qualified students. It did not make more than a partial improvement in affordability, however, because most of those students took in large sums of money from government programs including Pell Grants, and because those dollars were distributed more widely to low-income students from high-income backgrounds. Those students were particularly poor in Texas, where tuition has been stagnant at about 50.
