In most cases, dog walkers make money in an effort to pay their bills, so if they don’t pay in the year they’re charged, the animal will lose a job. As a result, some states allow dogs to walk in public without paying any charges, which can lead to a substantial loss of animal welfare dollars.

A study of 5,000 walkers and dogs from Missouri to Georgia found that their earnings were 9,000 each, with only 5 percent paying any fees. But that doesn’t mean walkers don’t have more value from their lives.
