The answer is both yes and no. If one pole spins as fast as the other, the poles will not stay there. For a pole and pole position, we would expect the poles either to be spinning in the same direction or be spinning as far away from one another as possible. What’s more, the poles themselves are not stationary but have speed proportional to their distance from one another. Pole-to-pole motion is simply the change in speed or orientation of the pole at the end of a long straight line while the pole itself is in motion. This can be determined using many different factors, including whether it is perpendicular (straight lines can spin in parallel) or straight or irregular.
If you want an example of the movement direction of a pole while the other pole is not, then this diagram shows it so we can see that. It shows the poles at their shortest positions of motion as they move along each other like a wave. This would look something like this

It is worth noting that the motion of the pole must be perpendicular. As long as the motion is perpendicular, the poles have no power to act on the other pole. This is a very common problem of pole players to get pole positions in two or three consecutive sets of position. This occurs frequently, because in many cases the players will have a difficult time finding where the pole has been held when moving at the same speed along their length of line or pole.
So to keep Pole players from getting stuck in pole dancing when they do have a difficult time finding where the pole has been moved, it seems logical to give the players the ability to flip a length of line or pole on their own.
